Energy efficiency is one of the best ways municipalities can save money and tax dollars. But, to get energy efficiency savings, you need the money to pay for building and equipment upgrades. Even when the savings greatly outweigh the costs over the lifetime of the upgrade, the upfront costs present a significant obstacle.
New Jersey local governments can promote energy efficiency with the use of a new financing tool. Energy Savings Improvement Programs (ESIPs) are a type of “performance contract.” The future value of the energy savings is leveraged to pay for the upfront project costs. Large-scale building upgrades high efficiency motors, transformers, water heater and boiler replacements and air conditioning units are now feasible options.
