The North Jersey Sustainable Communities Consortium (NJSCC) is issuing this Request for Qualifications from consulting firms and non-governmental organizations for two distinct programs:
The first, the Local Government Capacity Grant Program (LGCGP) seeks planning consultants and non-governmental organizations (i.e., community-based, service-based and issue-based organizations) with demonstrated capabilities to deliver planning technical assistance to county and local governments in Northern New Jersey. The NJSCC will establish a list of “On-Call” pre-qualified contractors to help build the capacity of local governments to support and materially advance the development of a Regional Plan for Sustainable Development (RPSD) for the 13-county North Jersey Transportation Planning Authority (NJTPA) region.
The second, Specialized Topic Expertise for the Local Demonstration Project Program, seeks professional sub-consultants with expertise in specialized topics to support the work of pre-selected firms that will be undertaking projects under the Local Demonstration Project (LDP) Program. The NJSCC will establish a list of “On-Call” pre-qualified sub-consultants to support and materially advance the development of the Local Demonstration Projects for the Regional Plan for Sustainable Development (RPSD) for the 13-county North Jersey Transportation Planning Authority (NJTPA) region.
The selected contractors will have an opportunity to provide technical services for either of the two distinct programs being established by the NJSCC.

A pre-submission information meeting is scheduled for September 19, 2012 at 10:00 AM at NJTPA office, 1085 Raymond Boulevard, 17th Floor, Newark, NJ.
Statements of Qualifications are due: October 8th, 2012
All questions must be submitted in writing to Rutgers to the attention of Sara Vecchio, by email at rupoacctrcirutgersedu (rupoacctrcirutgersedu) . Questions and answers will be sent to all participants via email as an addendum to the RFQ. Interested applicants who did not initially receive RFQ via email from Rutgers are encouraged to register on the North Jersey Sustainable Communities Consortium Website in the “RFP/RFQs” area to ensure receipt of any addendum materials:
The deadline for inquiries is September 25, 2012. Late inquiries may not be reviewed or considered. Responses, if any, will be available on October 2, 2012 by 4:30PM.
The NJSCC is being funded with a grant from the U.S. Department of Housing and Urban Development’s Sustainable Communities Regional Planning Grant program, along with leveraged federal and local funds.
