NJF Statement on NJ Protecting Against Climate Threats (PACT) Resilient Environments and Landscapes (REAL) Rule Adoption
TRENTON, NJ, January 21, 2026—Peter Kasabach, Executive Director at New Jersey Future, states:
“While the new governor took center stage yesterday, Governor Murphy enhanced his legacy through the January 20 adoption of REAL rules, which is a significant step toward protecting New Jersey residents and communities from the growing impacts of climate change. By grounding land-use decisions in the best available climate science, these rules help ensure that homes, businesses, and public infrastructure are better prepared for increased flooding, stronger storms, and sea-level rise.
New Jersey Future commends former Governor Murphy, his Administration, and the New Jersey Department of Environmental Protection for advancing a science-based framework that aligns development with climate realities and sets a national standard for resilience planning.
We also appreciate NJDEP’s robust stakeholder engagement throughout the rulemaking process, which included extended public comment opportunities and ongoing outreach. The REAL rules are ambitious and complex, and their success will depend on thoughtful implementation. We look forward to working with DEP staff and the incoming Sherrill Administration to clarify outstanding issues and ensure the rules are implemented in ways that strengthen resilience while supporting other State priorities.
Finally, we urge the State to build on this progress by establishing a dedicated funding source for climate resilience—so communities can prepare for disasters before they happen and taxpayers aren’t left paying to rebuild after them.”
